The purpose of this policy is to define rules and requirements for connecting to Clinton County's network from a County supplied laptop. These rules and requirements are designed to minimize the potential exposure to Clinton County from damages which may result from unauthorized use of Clinton County resources. Damages include the loss of sensitive or confidential data, damage to public image, damage to critical Clinton County internal systems, and fines or other financial liabilities incurred as a result of those losses.
This policy applies to all Clinton County employees with a Clinton County provided laptop used to connect to Clinton County’s network. . This policy applies to remote access connections used to do work on behalf of Clinton County, remote controlling the users PC or accessing user files. This policy covers any and all technical implementations of remote access used to connect to Clinton County networks.
Access to the Internet through the Clinton County network is strictly limited to Clinton County employees. Accessing the Clinton County network via the VPN should only be done via County provided computers. You are the Authorized User of the equipment you are being provided. While using the VPN and County issued equipment, you are responsible for preventing ANY access to Clinton County computers, networks, data resources, etc. by non-Authorized Users. Performance of illegal activities through the Clinton County network by any user (Authorized or otherwise) is prohibited. No PII (Personally identifiable information (PII) is information that, when used alone or with other relevant data, can identify an individual.) or HIPPA information should be saved on the laptop/computer. The Authorized User bears responsibility for and consequences of misuse of the Authorized User’s access. Authorized Users will not use Clinton County networks to access the Internet for outside Business interests.
•User must be authorized to use the provided laptop from home by their Department Head.
•If the user is not a department head the user must have departmental manager sign off.
•User will use Dual Authentication.
•Passwords will not be shared.
•Non-Authorized users may not use VPN or County equipment.
An employee found to have violated this policy may be subject to disciplinary action, up to and including termination of employment.
